If nations think they struck a tariff deal with the MF, think again -- 

Vietnam thought it had a preliminary deal with the US to lower its tariff level substantially. Then, at the last minute, Trump raised the rate. “Trump sandbagged everybody,” said a DC-based lobbyist. He described the Vietnamese government’s reaction as “surprise, as well as disappointment & anger.”
