While I agree Bumbler is the accurate description of Mango Mussolini, I'm hesitant to ascribe his actions to buffonish incompentence instead of malevolent machinations.
It reminds me to much of giving W(orst Potus Ever) a pass as Mayberry Machiavelli.
I think, particularly in his ignorance of all things dealing with government/ civic life/ foreign policy, Rump's an incurious fool (see post below for that particular symptom of Narcissistic Personality Disorder). That doesn't preclude his actions also being intentionally malevolent. He's in a class by himself as far as what we've seen in the country.
