Michael Luttig, in a statement (pdf) endorsing Vice President Harris for President. Luttig is a Republican who served in the Reagan Administration and was appointed to the U.S. Court of Appeals for the Fourth Circuit in 1991 by President George H.W. Bush. He retired from the Court in 2006.
