Put Syrian Chem Weapons Under International Control?

Russia stirred the Syrian chemical weapons pot today by offering a proposal to place Syria's chemical weapons under international control, with the ultimate objective of eliminating them. Whether this is a delaying tactic (as some Administration officials believe) to delay a U.S. strike, it adds a new dimension to the situation.  Syria is said to be receptive to the proposal, but in the past, Syrian dictator Assad has ruled out giving up his WMD.

With the President due to make his case to the nation tomorrow for direct intervention, and the Congress divided on the issue, this will certainly muddy the situation, but, only if in earnest, could provide a face-saving way out.
