I'm sure he figures taking shots at Maryland is a slam dunk because he has zero chance of carrying the state in 2020. No harm done if he enrages all of Central Maryland. (Western Maryland and the Eastern Shore probably agree with him.) Meanwhile, he hones his dog-whistling ability for his racist base.
bluzdude -- we figured it was a pretty good chance he's your Congressman! You're right -- he thinks his path to re-election is to whip up the racists who he thinks "elected" him, along with Putin, of course. It's going to be a dirty, nasty 15 months (more so than the past 2+ years).
