What the moron is referring to is legislation to further clarify the
language of the Electoral Count Act of 1887, based on the
Twelfth Amendment to the Constitution, which already states that the VP
merely opens the envelopes, not that he has a right to "change the outcome" as the Malignant Loser writes.
So, culminating in that last sentence, the Malignant Loser provides a written statement of intent and "guilty knowledge" of a seditious conspiracy to overturn the results of a free and fair election. While it's been reported for some time in books and leaked testimony to the committee, this is the first time the Malignant Loser himself has fessed up to his intent and knowledge of the unlawful scheme.
