As 2.5 million displaced Ukrainians -- overwhelmingly women and children -- flow into neighboring Poland, Romania and Hungary, the bombardment of civilian populations in Ukraine by Putin's invaders expands to cities in western Ukraine. Russian units are pressing closer to Kyiv. The terror inflicted on the civilian population by Putin's army is a war crime by definition.
